Home Information Packs (HIPs)

From 14th December 2007 it became a legal requirement for all residential properties to have a HIP if they are to be marketed for sale in England and Wales.

Why did the government introduce HIPs?

The HIP was introduced to help reduce the stress of buying and to provide buyers with more information and key documents from the time the property is put on sale. This is so they can make an informed decision about whether or not to make an offer, reducing delays and possible failed transactions later on.

What is a HIP?

A HIP includes key information on the property you are selling including energy efficiency ratings.

Does your property require a HIP?

It is very likely that if you are selling your property then you will need a HIP. Below is a list of the properties that do not require a HIP.

  • Properties where there is no marketing (eg selling to a member of your family)

  • Non-residential properties

  • Properties limited by law to use as holiday accommodation or occupation for less than 11 months per year

  • Mixed sales (eg shop with flat)

  • Right-to-buy and similar sales

  • Sales of portfolios of properties

  • Properties not being sold with completely vacant possession

  • Unsafe properties and properties to be demolished

How do I obtain a HIP?

The person responsible for marketing the property must commission a HIP before it is marketed, this can be:

  • The owner

  • The estate agent

  • The solicitor

  • Specialist HIP provider

How much will a HIP cost?

A HIP may cost anything from £160 - £300. It is worth shopping around or letting your estate agent take care of this for you. Estate Agents often use a few companies to carry out their HIPs, ensuring a competitive rate.  The cost of the HIP will be added to the estate agents' commission.

What information will the HIP contain?

Listed below are all the compulsory documents that need to be included:

  • Home Information Pack Index

  • Energy Performance Certificate (EPC)

  • Sustainability information (only a requirement for new-build homes)

  • A Statement of Sale

  • Evidence of Title

  • Standard searches (local authority and drainage and water)

  • Leasehold/commonhold documents' where appropriate
